I will simply say that the TEC 9 was designed to fire FMJ ammo, and nothing else will be reliable for a box stock pistol. And truth to tell, not all TEC 9's are reliable even with FMJ ammo. Yes, you certainly can buy surplus military aircraft as a civilian. Realize though that other than maybe military jet aircraft are VERY expensive to operate.
